Challenge Page / Direct inconsistency - stock images appear to be allowed when the option is checked off in Direct

Describe the bug In Direct although the Stock Photos are not allowed, the Topcoder details page for the challenge shows it is allowed.

To Reproduce Steps to reproduce the behavior:

1. Create a challenge in Direct
2. Set the stock photos to not allowed
3. Launch the challenge
4. Observe the challenge details page

Expected behavior The challenge details should be consistent with the settings in Direct.
