Sample challenge page: Details and registrants should be tabs instead of links. Also screen readers do not announce which one of these is selected.

Steps to Reproduce

1. Go to the sample challenge page: https://clicktime.symantec.com/34CaebazimgmFxdkBZnihRc7Vc?u=https%3A%2F%2Fwww.topcoder.com%2Fchallenges%2F<sample-Sample challenge page:challengeid>?tab=details. 2. Ensure that the screen reader is switched on. 3. Navigate to the 'details' and 'registrants' controls either by tab or arrow keys. 4. Notice that these are being read as links and there is no indication to the screen reader user as to which one of these is currently selected.

Expected Result Since these controls do not refresh the page and do not move focus to a different page, they should be tabs. Also the c urrently highlighted control should be indicated to the user.

Actual Result Screen readers read the 'details' and 'registrants' controls as links and do not indicate which of these is currently selected.
