Topcoder - Make Log Type Configurable In Loader Configuration

In tcs-loader (use load_tcs_to_redshift branch), Currently, we have harded value for log type, you can see

this will be a problem when we running separate loaders.

so we'd like to improve it, make it configurable in loader configuration xml.
