Welcome to another LUX Challenge! The LUX is a "Live User Experience Design Challenge" that we like to run as a fast design challenge to capture quick exploration and new concepts on a user experience problem.

The "LUX - 48 hours - Deloitte Pixel(TM) presents Hacking Citizen Engagement" will be run during the next 48 hours. At the end of the challenge, we will take your presentation screens and share your collective creative talent with the live audience at Singularity University's Global Summit! 

Singularity University's Global Summit brings together a world-class collection of thinkers, leaders and doers to help redefine the future of business, technology, and humanity as a whole. The Summit explores how people are creating and using breakthrough technologies to tackle the world's greatest challenges. In support of these themes, Deloitte Pixel(TM) is running a LUX challenge - exploring ideas to improve governance and citizen engagement through mobile applications.

The LUX Challenge Series provides you with an opportunity to show digital leaders from some of the largest brands in the world just how good your user interface and user experience (UI/UX) design skills are. In fact, there are over 1100 global leaders expected to be in attendance at the SU Global Summit, providing you a great opportunity to showcase your talent and ideas. LUX challenges are fast, fun, and have more chances for you to capture prize money.
Challenge Details
The goal of this challenge is to take the provided design problem, analyze the user experience and provide design concepts and visual ideas on how the application might look and work.

Design Problem
Wouldn't it be better if there was more citizen participation in government? Wouldn't it be better if there was transparency in creation of government policy and legislation? We want to empower citizens to become a part of the policy and lawmaking process. Therefore we have solicited ideas for mobile applications that enable people to engage directly with their government. We strive to solve key issues important to citizens today and explore solutions through creation of new and innovative mobile design concepts. 

The idea generation phase yielded over 100 interesting ideas for mobile technology that could improve citizen engagement in government. Of these ideas, we have selected 3 top ideas that we would like to explore further during this LUX challenge. 

Please choose ONE of the following ideas and create the visual design to bring the ideas into LIVE apps:

IDEA NUMBER 1:
Overview: 

- An application that allows citizens to report problems (such as trash, noise, graffiti, etc.) in their environment. Reported problems are directed to the appropriate government organization and citizens are able to track the problem's resolution. 

- Some design considerations for this idea: 
-- Can you incorporate augmented reality features? Similar to Pokemon Go, can users either drop pins or capture tokens as they move around their cities? For example, enable users to drop pins on a map by physically visiting the location where there is a problem (e.g. uprooted tree in sidewalk, graffiti). Government can then collect these pins and get the problem solved. 
-- Can you incorporate gamification components? How does your application incentivize and reward citizens for use? Do citizens receive tokens or points for identifying a problem? Perhaps there is a leader boards for the community that shows the most involved citizens at the top of the board. How do those point/tokens benefit the user? Do they receive rewards in their community/ neighborhood (restaurant gift cards, free trash pickup, money back on their taxes, etc.)?
-- Notifications and awareness - we want to make sure citizens are able to track the progress of the problems they identify through resolution. What is the best way to show this in the application for users? Some of the key stages in resolution might include "Identified", "Reported", "Escalated", "Solution Plannin", and "Resolved". Users should be notified when their reported problems hit the "resolved" stage. 
-- Other creative features for the application - we want your ideas too! Are there other features that should be included in this application as well? For example, should citizens be able to report positive things (such as green space, friendly public workers, etc.)? What if users could get notifications when they are near important figures (e.g. politicians)? Can a user browse local news in their specific area/ GPS location? 

- Required Functionality:
-- Citizens can identify a problem and report this problem to the government via the application 
-- Reported problems are classified by severity and by impact. Severity is based on the number of citizens that report the problem. Severity classification can be "Low", "Medium", and "High". Reported problems can be classified by "Impact" based on how many people work and live in the area the problem is identified in. For example, graffiti identified in a heavily populated area would be a "High" impact vs. graffiti in a less trafficked area of the city. 
-- Citizen is notified when the problems he / she identify are resolved and/ or moves to the next stage of the progress (see above)
-- Citizen can set a "home" location and a radius for alerts. If there are a lot of problems identified within the distance specified of his/ her home, the citizen/ user will be alerted by the application. Citizens can set preferences for types of alerts (e.g. only notified about nearby Crime) 

IDEA NUMBER 2:
Overview: 

- An application that provides citizens a forum or way to discuss ideas, brainstorm, and develop solutions to their local government's challenges. These ideas could be submitted by citizens themselves, or government officials could launch "idea challenges" that solicit solutions to their greatest challenges. 

- Some design considerations for this idea: 
-- The goal of this app is to allow for open brainstorming and ideation for solutions to problems (e.g. where should the govt locate a new building, how to address a problem with government budget, how to get more citizens to vote in local elections). How can you design an experience and application that allows users to submit ideas, comment / vote on the ideas of others, and help ideas progress from ideation to be more fleshed out / possible solutions?
-- Can you create an application that facilitates the progression of ideas from ideation to full solution? Perhaps there is a "forum" or "board" where users submit their ideas for a certain problem. Then these ideas could go to a "vote" phase...those ideas that get a certain number of votes will move into the "Definition" stage in which users are able to comment on those top ideas, suggest ways to improve them, and further define the idea. After this the most promising solutions get moved into the "Planning" phase by the government and users can track progress on the solutions planning and eventual implementation. 
-- Can lawmakers/ government officials/ politicians have special profiles that enable them to interact and ideate on the platform; with the users? What does this side of the app look like/ how does it function?
-- How do you incentivize citizens to post ideas and solutions? Are there gamification elements you could include in this application? 
-- Notifications and awareness - we want to make sure citizens are able to track the progress of proposed solutions to see if they are implemented. What is the best way to show this in the application for users? Some of the key stages in solutioning might include "Ideation", "Voting", "Definition", "Planning" and "Implementation". 

- Required Functionality: 
-- App manages a list of key challenges and top problems for a defined period of time (e.g. month). These problems could be posted by citizens themselves or local lawmakers / politicians. 
-- These key Challenges / problems should be organized by categories. These categories include "Education", "Health", "Energy & Environment", "Transportation", "Public Safety", "Welfare", and "Administration" 
-- Citizens can submit ideas and solutions to the key government challenges / top problems 
-- Citizens can comment on other ideas 
-- Citizens can vote on their favorite ideas 
-- Citizens can set notification preferences for challenge categories of interest. For example, I want to be notified whenever a challenge gets posted within "Education" category. Then I will login and post my ideas that solve this education problem.

IDEA NUMBER 3:
Overview: 

- An application that helps citizens stay more informed and educated about certain topics in their communities. 

- Some design considerations for this idea include: 
-- How can you keep citizens educated on the local topics, issues, and news? Perhaps this is a live feed that updates as new articles, tweets, or local issues occur. Are there other creative ways to display this information? Can you recommend a summary view of key information? 
-- This application must enable users to consume information and educate themselves. However, could users also contribute or post information as well? Perhaps this app could have a "Live Discussion Room" feature that enables users to discuss and debate local news/ issues. Or perhaps you can incorporate a "Ask the Expert" feature which provides a reddit style forum with key government officials on the week's top topics. 
-- Other ideas - get creative! The goal of this application is to keep users up to date and informed on their local government issues and news. How would you want to consume information like this? How would you want to get involved? 

- Required functionality: 
-- App should have a media style feed that contains the most recent updates about certain local issues (think twitter-style feed, New York Times app, etc.)
-- Citizens should have the ability to subscribe to political updates/news according to topic, location, and political person. Receive notifications or based on these selections / updates
-- Citizens should be able to receive alerts about key government issues in their neighborhood. Users can set the radius of the alerts for distance away from my their homes

Challenge Goals:

- You can submit designs for multiple ideas below, just submit them as separate submissions
- Important: We are looking for FRESH and NEW concepts of UI/UX solutions and concepts that align with the ideas provided above. 

LUX Challenge Requirements:
Application Name: 
Come up with a name for the application that hints at what the application does and how it might be used. Do not waste a lot of time on this. Create something that is creative and clear for the application.

Logo Design:
- Create a SIMPLE logo for your application that does not distract from your designs
- This is NOT a logo challenge so do not waste a lot of time on this. Create something that is clean and doesn't distract from your application. Depending on the idea you have selected, use the following suggestions to get you started. 
- Idea Number 1: Think about the human shape and how you can use it to inspire your application logo! This application is focused on human involvement in their environment to report problems. Consider things like maps, ideas, and people to get you started. 
- Idea Number 2: Think about the light-bulb and how you can use it to inspire your application logo! This application is focused on citizen ideation, problem solving, and community. Think about a logo that inspires collaboration and people working together. 
- Idea Number 3: Think about the shape of a human brain and how you can use it to inspire your application logo! This application is focused on educating citizens on their local issues and news. Consider things like the brain, books, and government building to get you started.

- If you were walking into a meeting and needed to sell your idea - use this screen to showcase your concept.

1) Dashboard/ Landing/ Home Screen (Main Screen)
- Think about how this page should be presented and the key navigation items, features and user actions.

2) The additional 5-6 screens are up to your discretion. Be creative! 
- Please include screens that are appropriate based on the Overview, Design Considerations, and Required Functionality for the idea you selected from above. 
- Please note that the screen creations doesn't have to be 5-6 screens exactly, you can create more screens if necessary. 
- As you design your remaining screens, please think about: 
-- What are the most important screens to include based on the required functionality above? 
-- What feature should this app have based on your experience?
-- Think about how you would interact with the application - what should this app have?

- We only need 7-8 screens plus a presentation screen - so pick/design what you think will "showcase" this application. 
- In these LUX challenges the "Concepts", you propose really help the presentation

- Why am I opening this application in the first place / what am I looking to do?
- When I first open the application what should I see?
- What is the priority actions or items I need to interact with?
- I quickly want to access the main features and interact with them without any problem.
- When opening the application it could show recent searches or history of my activity
- What are the navigation items (primary and secondary)?
- Notification tools?
- Where and how will the application be used the most? 
- What is the "first experience" when opening the application. What is the primary goal of the application and experience? 
- Are there any 3rd party integration options?

- IMPORTANT Please include your home country and/ or Twitter handle if possible. We will use this information during the event to share with the spectators where our designers are from and allow them to "congratulate" the winners via Twitter.

- If possible, please record a video of your design working progress, we would love to share your creative process with our audiences. 

Target Audience
You! and general society. Target users will be citizens of local governments. Please read on for a short persona: 
-- Users are predominantly 16 - 65 years old. 
-- Users have a range of technical skills and occupations
-- Most of these users are residents of the city that the application pertains to 
-- These users are interested in getting more involved with their governments, but do not know how. They do not have time to go to Town Hall meetings or write emails to their local government officials. However, they do want to be informed and they do want to be contributing members of their community. They seek easy and intuitive applications that enable them to do this. They desire an application that seamlessly integrates with their day to day activities. It should become a part of their routine.
-- Needs: simplicity, enjoyment, to feel involved with their community, to feel safe 
-- Frustrations: lack of time, feel isolated from their government, confusion about how to contact government, unsure how to stay up to date on local information 

Judging Criteria
- Concepts! How do you tackle simplifying this experience?
- Presentation! This is critical!
- Great modern user interface combined with good mobile usability
- Cleanliness of your graphics and design.
- Your design concepts should be possible to build and implement.
- Creativity and simplicity are the keys to success as it must be engaging to users.

Submission & Source Files
Preview Image
Create your preview image as one 1920x1080 (16:9 Ratio) JPG or PNG file in RGB color mode at 72dpi and place a screenshot of your submission within it.

Submission File
- Please upload PNG images in a zip file with all requested contest requirements stated above. Number your files (01, 02, 03, etc) this will help review them in order.
- Please submit documentation in pdf format with as many pages and images as required to explain your design and solution.

Source Files
All original source files of the submitted design. Files should be created in Adobe Photoshop or Illustrator and saved as layered PSD/AI files.

  • Upload your submission in three parts (Learn more here). Your design should be finalized and should contain only a single design concept (do not include multiple designs in a single submission).
  • If your submission wins, your source files must be correct and “Final Fixes” (if applicable) must be completed before payment can be released.
  • You may submit as many times as you'd like during the submission phase, but only the number of files listed above in the Submission Limit that you rank the highest will be considered. You can change the order of your submissions at any time during the submission phase. If you make revisions to your design, please delete submissions you are replacing.

Winner Selection

Submissions are viewable to the client as they are entered into the challenge. Winners are selected by the client and are chosen solely at the client's discretion.
