CareerBuilder integration app - Minor updates

This is the summary of changes needed:

1. Rename  popup to ‘Market Rate Details’
2. Rename Market rate to Historic Rate
3. Remove Input for Supplier Markup % and  Refresh link
4. Change in calculation of 25, 50 75 percentiles:  avg of CB rates and ZC Historic rates
5. Add all Tooltips
6. Use ActiveLaborPressure returned by CB for Supply Ratio instead of calculating it
7. Remove all TopCoder copyright notices throughout the files.
8. There are naming standards violations items, but very minor. Run it through default Resharper naming convention checks and fix those and then it will be set.
